• What are the interrelationships which are causing the current pattern of behaviour?

Look at options and actions to determine recommendations:

The analysis looks at the potential leverage points and determines:
• Where should an intervention occur?
• What will the result of an intervention be?
• What will the impact be on other parts of the system? What are the tradeoffs?
• What will happen in the short-term, in the longer term
